Panna Cotta

Combine first 4 ingredients in a saucepan. Over medium heat, stir occasionally to dissolve sugar until mixture is almost to a boil. Meanwhile put 3 tablespoons of water in a small bowl and pour gelatin over water and let sit. When cream mixture is ready, add gelatin and stir to combine. Pour mixture into 4 to 6 ounce ramekins and refrigerate for at least 4 hours to set. Unmold onto plates and serve with fruit and/or cookies.
